Or different interpretation of the quality of the dogs presented.  I have
seen very seasoned breeders in this breed both talk about the same dogs with
highly varying opinions.  Some love a particular dog others hate it.  Some
times there are glaring faults that really contradict the written standard
that can lead you to think "this person is not a good judge of quality.
Other times there is no such glaring feature and it is a matter of difference
of opinions and interpretations of quality.

I have found that "all breed" judges tend to focus on traits common
throughout breeds i.e. good structure, movement, etc rather then breed
specific qualities.  I have also found breeder judges often to focus more on
the breed specific traits or in Cavaliers, the head then other things like
structure and/or movement.  The best judges know both but some do not.  Learn
your judges and know who likes what.
