Hello Dave, This is just one example of why these things cannot be mandated. Each bitch is different (just like women) some will cycle every six months, some every four months, etc. Each time a bitch cycles without becoming pregnant her chances of developing pyometra may increase. That's why breeders must be allowed to make these decisions...for example I have some that have not been bred until the age of five..(clear heart of course) and others that I felt must be bred sooner or spayed..difficult decisions. My interpretation of the statements I have read surrounding the increase of risk with age was that they occur later in life and a measurable impact would be seen if for instance one waited until 4 for a first litter. Maybe you are referring to the potential age at the last breeding if the first one is delayed until 2.5? I am by no means an expert and would like to know where I can find the statistics relating to an increase in issues with the Bitch by breeding at 2.5 rather then a younger age.
