As Winnie pointed out, I think it would make better sense for the
CKCSC,USA to get its own house in order BEFORE opening the barn doors to
AKC-only dogs.  I don't think mandatory testing would be any more
complicated than dealing with the AKC issue - I like Dave's suggestion
that testing be required and made public (and yes, it would be prudent
to also require permanent identification).  Then, if a breeder still
wants to breed that dysplastic dog, he/she can.

One of the main reasons always given for why breeding to AKC-only dogs
should be allowed is to produce better dogs, particularly heart clear,
older Cavaliers.  Simply opening the door to register any and all
AKC-only Cavaliers will not do this, nor will some meaningless
requirement like requiring the AKC-only dog be heart clear at 2-1/2
before breeding (meaningless because it will not reduce early-onset
MVD).

The best proposal I have seen was that of Past President Anne
Eckersley-Robins:  to allow those AKC-only dogs who meet the heart
protocol (heart clear at 2-1/2 years old with both parents clear at 5 or
heart clear at 5).  This would truly give everyone something they want -
for the "pet owners," some assurance that the AKC-only dogs coming in
actually have something to offer health-wise, and to the "breeder,"
access to what they say they want - access to the genes of that dog that
will produce heart clear, older Cavaliers but is only registered in AKC.

I can't buy the argument that it is unfair to require of AKC-only dogs
what we don't require of ourselves or of foreign dogs.  That simply
leads back to the need for us to raise our own standards first.
CKCSC,USA is a private club and, as such, can set whatever standards it
wants as long as it applies them evenly to all the MEMBERS.  Thus, it
can require more to breed to AKC-only dogs than it does to its own.

The CKCSC,USA is in a unique position to better the breed by requiring
more to register than does the AKC.  But if it is not going to require
more of either itself or AKC-only dogs, it really does not have any
reason to exist as a registry.
