Had a similar problem.  People suggest you have the fence set in the
ground 6" but that wasn't possible here because of the slope of the
ground and the tree roots.  So what we did, and I have to admit it has
been VERY successful, is that we bought about 20 bags of cement from our
local hardware store.  Then, we poured the cement along the base of the
fence in a running mound about 6" high and I followed behind "Mortar
Man" with the hose and wet the stuff down.  It had to dry overnight.  It
anchored the bottom of the fence and sticks out maybe 6" on each side of
the fence so they really can't burrow under it.  If you're not sure
about what I've explained and you can give me a call.  We did it almost
4 years ago and it's still intact.
