Yes. Instead of connecting directly to the remote host, freshclam would connect to localhost on whatever local non-SSL port you have stunnel configured to listen on. Then stunnel, using a different port, has an SSL encrypted connection to the remote host. So freshclam gets pushed through the tunnel, though freshclam itself is not speaking SSL.
