I don't recommend not doing a summary that provides all of the information listed at the top of Section V - but there certainly are facilities that choose to do it that way.

WHAT???????? Your DON does not want to do RAPs? Do you mean she doesn't
want you to do them? It's not optional. The RAPs are part of the RAI
process and are required for comprehensive assessments.
See page 1-8 of the RAI Manual:
"All comprehensive RAIs authorized by states include at least the Centers
for Medicare and Medicaid Services' (CMS's):
*MDS Version 2.0 (with or without optional sections S, T, U)
*Resident Assessment Protocols (RAPs), including
-Triggers
-Trigger legend
-RAP Summary Sheet"
I don't believe there are any regulations as to the format of the RAPs, but
there is no basis for not doing them.
