I am not sure what you mean by "WITHIN the observation periods". The official definition of 'observation period" are those days prior to and including the ARD where data is collected for the assessments. The number of days varies by MDS item. The only way you can have the dates (R2b, VB2, and VB4) fall within the observation period is to have them all the same as the ARD. That would mean you are starting and completing the assessments and careplan all in one day. That would be unreasonable for most faciltiies.
