I’ll chip in - angle grinder, 80 grit disc on a flex pad.   Skim it with a few 
light passes.   Wear gloves mask and glasses.  5-10 minutes work.   It’s 
amazing how  well you can control it, once you get the knack.  From below the 
access will be awkward.  Try cleaning it up with a small twisted wire cup brush 
on said angle grinder.   Two hands!

I'd probably try a rotary tool (Dremel) with a stone, either cylindrical or 
cone shape.  If you can get to about 10:1, it would be better.
