I suppose it is possible. But it should not matter.
CoordinatorBasedSegmentHandoffNotifier should handle that gracefully. We add
the callbacks and that notifier is periodically iterating over them and
checking for handoff completion which is just an api call to the coordinator.
So if I create callback for segment A after it was handed off, the notifier
should just complete the callback successfully the next time it does the
handoff checks.
