The approved `connector-cdc-postgres` Source URL validation slice is
implemented in draft PR #12933: https://github.com/apache/seatunnel/pull/12933

It adds the nonblank condition to the existing required URL rule and updates
the EN/ZH docs. Factory tests cover valid, missing, empty, spaces-only,
tab-only, newline-only, mixed-whitespace, and padded nonblank values; the
`base-url` fallback, canonical-key precedence, and both table-selection
alternatives remain covered. Nonblank values are accepted unchanged.

Before the rule was added, 11 regression cases failed. With the fix, all 88
Postgres connector tests pass, and the module packages successfully. Spotless
passed for both changed modules. The existing `PostgresCDCIT` also has a new
Zeta `--check` regression case.

The PR is a draft because GitHub CI has not started: manual dispatch on my
fork returned HTTP 422, "Actions has been disabled for this repository." Docker
is unavailable locally, so I have not claimed a container-test pass.
