Let's understand the factual basis of things first. A project chair doesn't *have* to have endorsement from anyone else. It is ultimately responsible for the project, and has the necessary authority to do whatever is appropriate. The fact that most, if not all, projects are led by consensus of the PMC, with the chairs functioning essentially as peers, is a tribute to both the viability of the structure and the abilities and understanding of the chairs themselves. So the PMC chair was perfectly within its authority to request that the board terminate the project.
