That's good to hear. Shapely has received valuable contributions from Windows users, and I wouldn't risk losing them. At any rate, I would would continue to tag significant changes and notify on a list like this one. Developers that didn't use git could download any tag as a tarball and send patches for the tag, much as we do now. Abandonware (Chris said it not me, and the perception might grow) is no good for any of us. Let's try to make a target date for moving and revitalizing, or terminating PCL/ZCO/PrimaGIS. Jan 1?
