No, there are certain keystrokes that are the same in Windows and the Mac.
Particularly the jumble of letters on the left hand side for "select All",
"Save", "Zundo typing", "Cut", "Copy", "Quit" and "Wclose window". And when
I say I "lapse on what I'm doing", I don't mean I forgot what's what, I mean
I put the right finger down when I meant to put the left finger down. Simply
put, wires got crossed in my nervous system. It's like a typo, but instead
of spell correct catching it, you lose half your document or worse. This is
why I do not subscribe to keystrokes being the only way (or the best way) to
operate a computer. It is prone to human error. FOR ME. I'm not good at
repetitive tasks which is why I would be fired from an assembly line ...
probably half my work would have to be sent back for pressing "Q" instead
of "W".

I will agree the more an interface gives the user the opportunity to
interact any way they want is preferable over any other UI. But it ALL boils
down to preference. So in that respect, I concede Windows 3.x may have well
been the king of UIs.

As for which is more complex, well that's like saying English is a harder
language to learn than French -- But NOT to a native English speaker. When
it comes to learning systems and procedures, though -- keyboard, mouse, GUI,
or otherwise, you have hit it on the nose: however you learn it, that's
probably the way that makes the most sense no matter how much more logical
another method empirically seems. Expanding your vocabulary to learn some
additional keystrokes then is far easier than learning another language from
the ground up, whether it's the best UI design or not -- it's the human way.
