DC has never voted Republican in a presidential election.
Well, DC citizens COULDN'T vote in Presidential elections until 1964. 23rd Amendment. You'll note that this was basically a "take it and shut up" deal. I have no problem with the concept of a Federal District. In fact I think it's a good idea. What I have a problem with is paying taxes that my (nonexistent) representatives don't get to vote on. What the heck is a "shadow Senator" or a "non-voting Representative."
DC is therefore disqualified for representation due to (a) excessive Democraticicity and (b) palling around with terrorists.
