I think you'll find that those wings are from an aircraft eligible in Aircraft Specification A-787. Section I, Model 415-D says see note 3 regarding S/N 113 thru 4423. NOTE 3. S/N 113 thru 4423 and 4500 and up, designated Model 415-C also eligible as Model 415-D under terms of this specification provided the following changes are incorporated: then it lists eight items (a - h) NONE of which have anything to do with reinforcing the wing.
The 415-D allows 1400 lb. gross weight. Admittedly, your plane is probably a Forney F-1A with 1450 lb. gross weight. If you wanted to go through all this with the FAA, I think you might have won.
