I've just been through this myself on my header tank valve. Here's what I
learned while fixing mine.

Drain fuel system

Remove the fuel valve from the airplane and disassemble it on a bench covered
with newspaper. Note direction of valve handle pointing DOWN/ON to aid in
re-assembly.

The valve is a taper metal-metal fit  and likely will have either corrosion
or varnish breaking the seal. I used 600 grit sandpaper and honed the mating
surfaces.

Re-assemble the parts using a special lubricant/sealant. For this purpose, I
used a product made by United called "EZ TURN" (Part number EZTURN1LB)
mil spec# mil-G-6032D. This stuff is just like beeswax and should be used
extremely sparingly... since it does not break down in fuel, excess "could"
cause a fuel stoppage in a worst case scenerio. I'm sure there are other
products out there that are equivelent, ask your A&P / I.A.

Re-install and check for leaks.
