I suspect the bulletin to which you refer is the one on converting a C85
to
a
C90.  While it is true you do not need an STC to accomplish this, you do
need
a lot more parts than you do if you use the STC.  Cam, carb and valve
springs, and maybe lifters, I'm not sure.  Also you get the C90 redline,
which is 100 RPM lower, and you must use a prop suitable for a C90
installation in your aircraft.  Then there's the whole issue of what it
takes
to legally install a C90 in your airframe...

So the STC starts to look like a bargain sometimes.
