The A&P must have a IA rating to sign off the whole job. An A&P can only 
sign off a minor repair. The FAA considers recovering a whole wing a 
major repair. This is according to  14 CFR part 65, section 65.95 of the 
FAR's.
Having worked with Stits products in the past, I have a tendency to go 
with their products. But if you research a little, you will find several 
other equal products on the market to use of variable costs. I also 
believe I read an article on the use of a approved, water-based line 
that works well.  Just make sure its STC, PMA approved by the FAA before 
you get started, and have an A&P with IA endorsement on hand when you 
need one. It's their signature that will get you back in the air - 
legally.
