Lynn was correct in saying that the work could be signed off by a
mechanic, 
but it must also be signed off by an IA since it is considered a major 
repair(form 337),I am a A&P mechanic and a couper,I recently recovered my 
wings this last summer.I used the stits poly fiber products, cost was
around  
$900, and was really pleased with the overall ease with application, It
makes 
it alot easier to remove the wings and theirs not that much to removing
and 
installing them.When you get the old covering off , take a close look at
the 
aft spar attach fittings and where the aileron hinge screws go through the

trailing edge, there is a galvanized piece used as a doubler and they were

completly ate up with corrosion, the spar fittings were not as bad, but
still 
had some pitting.The doublers are sandwiched between the upper and lower 
trailing edges .They are hidden unless you drill out the 4 rivits and take
a 
look at them, I hope i've been helpfull
