I'm not sure about guaranteed fixed gifts. I think we'd better keep the
random gifts, but (heavily) tweak the numbers:
* ban some brands (speed, holy wrath, distortion, pain, chaos) and increase
the bias to anti-magic. So in the end he will mostly gift anti-magic, but
also some common brands like venom, flaming, freezing, elec, draining and
vorpal.
* greatly reduce the chance for randarts and unrandarts.
* reduce the frequency and/or adjust piety gain by using Ash's tiers, like
you proposed for Oka.
* improve ammo gifts, especially for throwers (also for Oka).
