Everything is a bit "hacky". That's because there are no official way of integrating a plugin the the new sdk, so yeah, they hack it a bit. On adding sourcemod to the srcds, I wouldn't like that.
Although you can "hook" the scripting engine to the source engine, I don't like the language at all. The syntax is awful, and it lacks of documentation. I really like Eventscripts Python. Think of it this way: Portal 2 has virtual entities scripts integrated to the game. ventities can be coded in Python, Lua and Squirril. Python is great, and it would be a good choice to have it as an official scripting engine.
