Follow up question: if I keep my server exactly the same as it was
before the update, I now get this error:

CModelLoader::Map_IsValid:  No such map 'maps/de_inferno_se.bsp'
map load failed: de_inferno_se not found or invalid

How can I maintain my same map groups including _se maps and custom
maps if the custom maps aren't available on the workshop and it _se
maps are now suddenly gone? Am I really supposed to download all the
_se maps from the workshop and replace them on my server and put them
on my fastdl server?
