Following that rule you wouldn't be allowed to have any custom content
(maps, models, gamemodes) at all.
It specifically says "csgo items" with reference to the player's
inventory, meaning this is about real items with a market value.
Let's not forget why this request exists: OPs allowed players to gain
access to all items of marketable value (against fees/"donations").

the first place. I remember CS 1.6 servers doing this for years.
