Can hardly blame valve for any of this. There's server ops out there who intentionally screw over valve to make their servers more attractive (because they apparently have nothing else), and some/most of them even make money of it selling usage rights to those plugins on their servers. Stick together to create, refine and pitch an idea to valve on how to identify and handle "bad" servers, and blame those ops for what they've done. I doubt anyone is dumb enough to never ever have thought of this (giving access to valuable market items for free or against payment) as "maybe not so ideal" (<-understatement).
