Maybe I'm misunderstanding this but I don't see how this change affects game server providers beyond having to inform customers they have to provide their own token. This token is set via a sv_ cvar, so that would be set in one of your config files (server, autoexec, etc.) and not in your startup command line, yes? From what I understand, you will still be able to update the server via anonymous login with steamcmd but if a token is not set, players just won't be able to connect.
So if you are a game server provider you should only have to inform (potential) customers that they are required to provide their own tokens. 99% of (potential) csgo game server owners should have the game already, and if they are going to operate the server, should have no issue supplying a token from their account. That alleviates responsibility from server providers and won't compromise the providers tokens (or force them to delete/create a new one each time they lose a customer). Am I misunderstanding how this token/cvar is set?
