This can be done both ways?
What about making an option in the settings which is default for the non
tech human which arrange modules in a more sensible way photo
development, which the technical user can switch off?

Perhaps the main reason I am the only one complaining about this is
because I'm so used to using Lightroom and things just work like I
expect it to over there. There is no option to rearrange modules in
Lightroom, but the order in which they are arranged makes the most
sense to the end user, even if it is not the order in which the
changes are applied.
Let me give an example comparison:
In Lightroom, the following can be adjusted in the "Basic" panel, in
the order in which they appear, from top to bottom:
Temperature>Tint>Exposure>Recovery>Fill
Light>Blacks>Brightness>Contrast>Clarity (equivalent of local
contrast)>Vibrance>Saturation. I use almost all of those for every
image, with the exception of brightness and saturation. And I use them
in the order they are placed because it makes the most sense.
Let's see the order of this in Darktable (if I place these in the
favourites tab):
Tone Curve(for contrast adjustments)>Local Contrast>Shadows and
Highlights>Vibrance>Exposure>White Balance
The modules in DT are all jumbled up. This is why I suggested having
the option to rearrange the modules, because from an end user
standpoint, they do not make sense, even if they make perfect sense
from a technical standpoint. I know I sound like a Lightroom fanboy,
but the thing is there are really some usability issues. I can't speak
for everyone, but I have great trouble finding the modules that I want
to use in DT because of the order in which they are displayed.
Currently, for myself, Darktable is an extremely powerful (and in some
ways even more powerful than Lightroom) software that is a pain in the
butt to use. I still use it though, because for the stuff I like to
do, it is more powerful than Lightroom.

When I first used DT and saw a favourties tab, I immediately
wanted to add the modules I would use into favourites. WB,
exposure, spot removal, lens correction, GND, denoise, crop,
vibrance, tonemap, shadows/highlights, local contrast, colour
zones, monochrome, tone curve, sharpen, and vignetting. With
the exception of a few, they now appear in the inverse order
that I would use them. Vignetting and sharpening are right up
top, with exposure and WB right at the bottom. I didn't expect
this behaviour; I always work from top to bottom and not the
other way round.
so, IIUC after this discussion, your suggestion is now to arrange
modules in the order they are applied top to bottom instead of
bottom to top...
At this point I don't disagree with the feature request per-se,
but I don't think it's worth the UI breakage. You are more or less
the first person I see complaining about that, so I assume people
get used to it quickly/don't mind.
It might be a case of "nobody complained about it, but it's
because they never realized how annoying it is" maybe... we will
see if people start massively replying on this thread, but I would
be suprised.
overall, I don't think it's worth breaking everybody's workflow
for this.
