I think the major benefit of customizing the module order in the UI
could be a faster workflow, e.g. due to reducing the number of clicks or
finding modules easier.
However, this is not related to being creative. IMHO, it is the
complexity of DT, that allows to be creative and discover new ways for
editing pictures. It is my experience, that understanding technical
backgrounds helps to be even more creative.

Another suggestion, that came into my mind while reading this
discussion: What about allowing custom presets for the "more modules"
menu, similar to presets for the iop modules?
This might be an easy and consistent way to switch between different
configurations of visible,invisible and favorite modules, e.g. depending
of the kind of pictures to be edited.
For example you could define a preset "concert" to make the modules A,
B, D and F visible for concert pictures, where A and F are favorites.
For sports pictures, you might prefer to see only the modules B, C, D
and E, where C and E are your favorites.
I know that this is not the same, as reordering the modules.
Nevertheless, it might help to reduce the complexity of the UI and to
increase the speed of editing, since modules can be found easier.
