I consider lintian an _aid_ but not authoritative.

So don't expect me to file what seems to be a bug in lintian - I 
encourage you to consider doing that yourself (since clearly you seem 
more familiar with the internals of lintian than me).

...or alternatively you might consider mass-filing bugreports against 
literally *every* hunspell package other than the french one: All others 
agree on using text section. ;-)
