If that's true, and we're assuming we want version 2 in sarge when sarge releases, then I think the sooner we get version 2 packages into unstable where they'll get lots of usage and testing attention, the better. I'm leaning towards your option one... Get the packages into unstable, make sure they don't promote into testing until they're coherent and useful as a set. If the timing and sequencing of uploads into unstable can be done in such a way as to reduce the total amount of time that unstable is "known to be broken", that's good... but unstable is named that way *exactly* because we expect to break things in it from time to time to handle transitions like this...
