For the context of this bug, the notice *is* the after-the-fact documentation of an interface change, i.e. the bare minimum.

It would have been better to get input from derived distributions about this interface change before it happened, but given that the interface change was not caused by a change in dpkg code, but by the introduction of the usrmerge package, there was not much of a remedy available then.
