Can a .eml file be used to bounce a message for any test?  Or just the ones
that you have documented?

If so, could you have 2 addresses on the To: line of the .eml file to
accomplish what Chuck is trying to do?

That is the intended behavior.  Only one bounce action will be performed
for the E-mail.  Otherwise, a single E-mail could generate multiple bounce
messages, which shouldn't happen.

There are some combinations of actions that won't work together.  The
original design was that only one action would occur (with the "highest"
action taken priority -- IE DELETE would take priority over HOLD, which
would take priority over WARN).  However, the WARN action (and a couple
others) were set up so that they could be used in conjuction with others.
