The BOUNCE message can be used on any test, and can have an .eml file
associated with it ("TESTNAMEbounce.eml", or "TESTNAMEalert.eml" for the
ALERT action).

Unfortunately, the IMail1.exe program that Declude uses to send its mail is
very picky. One person reported being able to send mail to multiple
recipients with an .eml file (using a comma between them, IE "To:
[EMAIL PROTECTED],[EMAIL PROTECTED]"), but we haven't test that.
