FWIW, 
We fell victim to SPEWS in the same way. We were lucky to have an ISP
that was working hard on the problem and assigned us an additional /28
network.
We assigned that to another interface on our firewall and are relaying
outbound email from that network.

The author of this article is correct: "Trying to deal with the spews
admins is equivalent to dealing with children - conversations are
circular and not very productive."
