And who are you to accuse everyone on those IP address blocks that
they are spreading spam?
Just to clarify what is happening here:

SPEWS (and a few other public spam databases) have decided that instead of just blocking the IP that is sending the spam, or blocking the appropriate IP range, they will also either block "nearby" addresses (in the case of SPEWS) or a whole ISP (in the case of some other tests).

The reason that they do this is *not* to say that you are a spammer if you are coming from those IPs. They know that you most likely are not sending spam. The reason that they list those nearby IPs is so that the good customers will complain to the ISP, and in theory the ISP will take care of the spammers and (again, in theory) you can then get removed from the list.

The idea itself is a good but controversial one (block spammers, and ISPs that allow spam to be sent through their network). However, in the case of SPEWS (and the other similar tests), the system is quite flawed.
