Try a faster disk drive. I use a 37 GB (decimal) Western Digital Raptor, which spins at 10,000 rpm, for my C: drive. It makes everything load faster, and it makes Windows start faster. Delphi 7 only takes 12 seconds to load (using the default set of packages).
A fast disk drive for C: is the cheapest significant performance enhancement I know; more bang for the buck than a CPU upgrade.
