Thanks again to everyone who responded to my post. I've continued experimenting over the last few days. I was eventually able to get D2006 to load only the components I wanted to load, even with new projects, by deleting a Project1.* and Unit1.* set of files that were sitting in my default save folder. I'm not sure why that would make a difference ... but it did.

In the meantime I'd also begun removing components I never use (keeping track of what I was doing, in case I change my mind later & wish to reinstall). These changes improved the startup time noticeably.
