You can upgrade from any prior version of Delphi for the same price. 
Nothing new there.

Originally, the Turbo line was not included as a valid upgrade product. 
That is, merely having Turbo Delphi did not qualify you for the Delphi 
2007 upgrade price. Now it does, but I doubt the price is the same as 
for the Studio product line, which is what all the non-Turbo Delphis are.

If you had Delphi and then bought Turbo Delphi as an upgrade, then you 
still qualify for the normal Delphi 2007 upgrade since you can upgrade 
from your normal Delphi anyway -- Turbo doesn't enter the picture.
