What I am doing is creating a CygWin zip file that contains Screen, openssh, and cvs. I am going to provide a step by step system for using screen all in the same terminal. I use it all the time on my progbits.com system through ssh, and I think it'll help people use cvs a little better on windows. It may or may not help, but I'll write the instructions and we can see.
