The semi-restriction on the colon has to do with namespaces, and is probably
something that we will want to think some more about. Generally speaking,
every time you create a new page in a wiki, it is assigned to a namespace. A
namespace being a collection of pages of a specific type. This allows pages
of a given type to be treated different from other pages. So when I name a
page "FAQ:General", what I am saying is that the page "General" belongs in
the FAQ namespace and should be treated as such. As it so happens there
actually is an FAQ namespace, and consequently we can restrict a search to
that namespace. As well create namespace specific formatting.
At present there is no "Getting Started" namespace. So what we have instead
is what some people call a pseudo namespace. Pseudo because we can't really
do the kind of things that can be done with real namespaces. I've been told
that there are some potential overhead issues in using pseudo namespaces,
which is probably why Wikipedia is so particular about it. The main
potential headache that I see with the pseudo, is that if we were one day to
decide to create a formal namespace so that we could engage in restricted
searches, we would have to temporarily rename all the affect pages before
activating the new namespace, because a failure to do so could make the
affected pages appear to disappear.
Getting the namespaces set up should not be too hard. It would mainly be a
case of Jean asking User:ST for the namespaces desired. That and renaming
the pages on a before and after basis.

This looks great to me.
However, I don't believe I have ever seen, let alone used, a URL with a colon (:) in it. Is this because it is a bad idea (e.g. are there some systems/browsers that will have problems with it)? I think so, based on
http://en.wikipedia.org/wiki/Wikipedia:Naming_conventions_(technical_restrictions)#Colon
and "Reserved characters" at
http://www.blooberry.com/indexdot/html/topics/urlencoding.htm
but I know I don't fully understand the situation, e.g. are you using Schemes, and will other namespace references in users' address inputs perhaps get "captured" by such URLs?

Probably the easiest way, is through a template. I'm taking a look at it at
the moment. Haven't got any graphics as yet, as I am still checking out the
mechanics of it. If you want to see what I got so far, check
http://wiki.services.openoffice.org/wiki/Getting_Started:_Copyright
If anyone has icons or graphics that I should be incorporating, just upload
and leave a message on my user page, which is User:Kirk. Any other
suggestions can be left on the talk page at Template:StartPages.
