Can you read it? At the end of it there is a link to a paper (unfortunately in 
Portuguese); we are finishing a paper in English to LREC 2006.
Probably CoGrOO will be licensed under LGPL, but I'm not sure. It's because 
CoGrOO probably will have two licenses, a free and a commercial, to fund us.
For now, it's possible to test it at http://cogroo.incubadora.fapesp.br .
Maybe at the end of this year we will have a prototype of a English checker.
If you want to write Dutch rules, it'll be very interesting. A question: do you 
have a free part-of-speech tagger and a chunker to Dutch? Because these tools 
are needed and we've developed them to Portuguese language. If the answer is 
no, you can use our tools, but you'll need an annotated corpus (morphological 
and syntactical annotations): it is used for trainning purposes.

It looks very interesting!
We have started a project (www.opentaal.org) for providing free Dutch 
linguistic resources such as spelling word lists. In this project, we 
might also consider implementing Dutch grammar checking rules for CoGrOO.

I assume CoGrOO is currently available under LGPL; if not, what license?
What is the best way to keep up to date, do you have a CoGrOO 
mailinglist/forum (I can read some Portuguese)?
