An idea: you can do a bootstrap process to get a completely free annotated 
corpus. Follow me:
1) Get free good texts in Dutch (Bible, classic books, etc.); maybe you can 
build a web-crawler to get texts from sites of news.
2) Use those non-free tools (see Daelemans tools; they are very good!!) to 
annotate your raw corpus.
3) By my understanding, the annotated corpus will be free.
4) Maybe linguists can check a piece of this corpus.


Presto!! You got a free annotated corpus.

Yes, but they are not freely available. We already have contacts with 
some linguists who may have access to them, though.
