 At the end of it there is a link to a paper (unfortunately in Portuguese); we 
are finishing a paper in English to LREC 2006.
Probably CoGrOO will be licensed under LGPL, but I'm not sure. It's because 
CoGrOO probably will have two licenses, a free and a commercial, to fund us.
For now, it's possible to test it at http://cogroo.incubadora.fapesp.br .
Maybe at the end of this year we will have a prototype of a English checker.If you want to write Dutch rules, it'll be very interesting. A question: do you have a free part-of-speech tagger and a chunker to Dutch?
Not that I know of...
Because these tools are needed and we've developed them to Portuguese language. 
If the answer is no, you can use our tools, but you'll need an annotated corpus 
(morphological and syntactical annotations): it is used for trainning purposes.
There do not appear to be any freely available ones of those, either :(
We'll have to look into this.

By the way, does CoGrOO operate in a similar way to Daniel Naber's LanguageTool, or is it fundamentally different? I noticed that Daniel's thesis is referred to in the article linked from the web page.
