I'm not sure what you refer to, but LanguageTool *does* work, and it's even integrated into OOo. Of course there are many errors it cannot detect yet, but that's by design, because the rules define what an error is, not what a correct sentence is. So the main difference is that is that LanguageTool is available for English and German, and that it's written in Java, and that it actually is available now under LGPL.
