The board resolution follows strict legal language and should only include the initial PMC members of the new project.
I know the resolution draft is ambigous, but that’s why it’s a draft :). Sounds like noone fancies my suggestion to start Solr TLP with committer===PMC. So I’m fine splitting the Confluence list along current PMC / committer lines and establish the project with the smaller list, and then bulk assign commit bit to the remaining. We’ve been discussing opt-in/out in Slack and there are arguments both ways. Still I think you’ll find that historic promotions from sub-project to TLP carry over a sub-set of committers to the new project. I think David will try to contact every single lucene committer, emeritus or not, and get their explicit YES/NO for whether they will be committer in Solr TLP. Then there will be no doubt everyone knew about this.
