To be clear, I am fine with the suggestion of committer == PMC. My
understanding was that we wanted to start Solr's PMC with a
constituent list of people only from the current PMC, so I was giving
inputs as to how I have seen board proposals structured in other
projects in such scenarios. Of course, if we start with the committer
== PMC principle, it simplifies our original resolution.

What we can do is start with Jan's proposal, and then let people
voluntarily step down from the PMC if they feel the need. Thoughts?
