Education is definitely needed.  Attachments are very, very inefficient
for transferring files - that translates to higher costs and wasted
resources.

Another is that attachments are vectors for MSTDs as well as for the MS
formats themselves.  That latter is a direct problem for
interoperability and long term preservation and access.  A
non-scientific check I made of student attachments showed me in that
case that 0% of the attachments were necessary and that the MS
attachments took ab out 100x the space on the harddisk in the mail box.
 In other words, ditching attachments can reduce your storage costs
profoundly.

My take on the problem in general is that since MS has flat out failed
in the networked storage when it took over Novell's server market in
1999/2000, it has leveraged attachments to steer people away from
networked storage.  Samba and OpenAFS, especially the former, would get
attention if MS brought people's attention to file sharing / networked
storage since MS tools suck so badly in that arena - worse than the
regular levels of crappiness.

A very interesting and useful idea.  However, the trick would be to find
a way that won't cost millions and won't end up as Warez Central.
Storage quotas are another question.

Perhaps limiting storage to specific file types could ameliorate that
problem and even be used to promote open standards.
