Indeed, if there are compelling reasons to have a separate ART project, I'm sure we can find a way to attract more volunteers. But does this answer the question about the upload ability on our site?
I think it's not possible with CollabNet. But if someone offers this one a private server, we might integrate it as upload.services.openoffice.org or something like that.
