The comment was made in the context of fixed quarterly releases ( https://cwiki.apache.org/confluence/display/NETBEANS/Apache+NetBeans+Release+Roadmap ) and an assumption that using rc's for anything other than testing didn't fit with that. That might be a wrong assumption.
