Yes that's the key here, Netbeans is *releasing* things named "Release Candidate", as one can see at http://archive.apache.org/dist/incubator/netbeans/incubating-netbeans-java/ for example. That's perfectly ok but then the candidates for those Release Candidate Releases need to be named in a different way to avoid confusion. I think Voting Candidates is less confusing than Release Candidate Candidate...
