If someone is actively contributing to the project, and their contributions have merit, then they would ordinarily be voted in as a committer. An "Apache Committer" is a recognized title in the industry. Try searching LinkedIn for the term, for example. I don't think we want to confuse things with other titles, or dilute the value of "Apache Committer".
